So with the government temporarily shutting down, how does that effect gun permits?

I was reading some stuff about how this shutdown will affect gun permits. Since the ATF is also going to be furloughed, how will that affect background checks and ccw permits. Won't that create a huge backlog if this goes on for a while. While I do not think this shutdown will go on past Monday and beyond.
