What permits you can obtain to carry in the most states (re-issue)


A correction and follow-up to this post. I've studied reciprocity quite a bit since then, and the problem is much simpler than I originally thought. Again, the permit holder is assumed to be 21 or older.Resident permits from Michigan and North Dakota are recognized in every state that recognizes out of state permits. For those who do not live in one of those states, North Dakota issues non-resident permits. A North Dakota non-resident permit is recognized by every state except:The ten states that do not recognize out-of-state permits: California, Connecticut, Hawaii, Illinois, Maryland, Massachusetts, New Jersey, New York, Oregon, and Rhode Island; andThe four states that do not recognize non-resident permits: Colorado, Florida, Michigan, and South Carolina.Once you have a North Dakota non-resident permit, it is merely a matter of which of those last four states recognize your home state's permit. Michigan recognizes all resident permits; it is included in the lists below for the sake of clarity and completeness.Holders of resident permits from these states can carry in Colorado, Florida, Michigan and South Carolina: Alaska, Arizona, Arkansas, Florida, Georgia, Idaho, Kansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Virginia, West Virginia, and Wyoming.Colorado, Florida, and Michigan, but not South Carolina: Alabama, Colorado, Delaware, Indiana, Iowa, Montana, Nebraska, New Hampshire, Pennsylvania, and Utah.Florida, Michigan, and South Carolina, but not Colorado: South Carolina.Colorado and Michigan, but not Florida or South Carolina: Wisconsin.Florida and Michigan, but not Colorado or South Carolina: Maine and Nevada.Michigan, but not Florida, Colorado, or South Carolina: the ten non-reciprocating states listed above, Minnesota, and Washington.None of these states: Vermont, as the state does not issue carry permits.To achieve maximum reciprocity, we shall delve into further non-resident permits from the fourteen states that do not honour the magic ND non-resident permit.Connecticut, Florida, and Rhode Island issue non-resident permits to any US citizen or permanent resident. (Massachusetts does also, but requires that non-residents demonstrate a tangible threat to their life, or else the permit will be restricted to hunting and target shooting.) Oregon issues non-resident permits to residents of the states that border it (California, Idaho, Nevada, and Washington) and Illinois issues non-resident permits to residents of Arkansas, Mississippi, Texas, and Virginia.
