And it was at the time they suggested I come in to meet with the Lieutenant, who handles the applications. Apparently, he wasn't there. I thought, "Damn missed him again" and walked out. Just as I step out, a guy comes out with me and says "Hey, you know what they're doin' right? They're givin' you the run around! They don't want to give you the application. Why would you need an appointment to get an application? Because the appointment will never come! My friend had to get a lawyer just to get the form!
