
The problem is that retired LEOs are given preference to normal citizens. In Maryland you are allowed to apply for a CCW permit with the justification that you are a former LEO. However, for a citizen who wants to obtain a CCW permit for personal protection "There must be documented evidence of recent threats, robberies, and/or assaults, supported by official police reports or notarized statements from witnesses." So as a soldier in the US army, with years of weapons training, background checks, fingerprints on file, and a security clearance, you are not allowed to carry concealed unless you have been the victim of a crime.
