Question regarding Florida open carry


I was at the mall this evening and observed a guy dressed in regular clothes (jeans and t-shirt), shopping with his wife or girlfriend, and opening carrying a pistol. Florida is not an open carry state, so I was confused and concerned. After observing him for a while, I decided to politely ask him about his open carry as it was against the law and he was not identifiable as law enforcement based on his attire. He said that he was visiting from Georgia and that as Georgia is an open carry state, and as Georgia and Florida have reciprocity, he could open carry in Florida. He also added that he was also off-duty law enforcement. I said that my understanding was that Florida was not open carry for anyone (except in limited situations - travelling to or from hunting, for instance) regardless of where they were from, regardless of their state's reciprocity laws with Florida, and regardless if they were off-duty out-of-state law enforcement. After speaking with him I found a mall rent-a-cop and shared this information with them, and had them contact the city police for follow-up.
