Looking for clarification on Utah provisional permit

It's my understanding that it's no different than your conventional permit, other than you have to be 18-21 to get it, and you aren't permitted to purchase a firearm with it. Can someone confirm? via /r/CCW http://ift.tt/2uzsckb
