If national reciprocity passes, would out of state CCWs be recognized nationwide?

Let me further explain. Let's say I live in California, and get an out of state CCW from Arizona or Utah, will that CCW be recognized nationwide, including CA, or are the only CCWs that will be recognized nationwide the ones that are issued by your resident state?I apologize if this question's been asked already.
