Is it justified to fire your handgun at the man with his hand in a paper bag demanding money?

There was a recent video of a man who walks into a nail salon with his hand in a paper bag that I assume was supposed to look like he had a gun. He yells at everyone to "Give me all your money!" and nobody in the nail salon responds. So he walks out. A bit embarrassing for the robber. Assuming you are a patron at the nail salon armed with a CCW, would you be justified in shooting him? It seems like it be would be reasonable to do so.
