Is there a difference between HST Federal tactical rounds and HST Federal personal defense?

Last night I was shopping for ammo on the Target Sport USA site and was about to buy the Federal HST tactical rounds that I see so many people support on this sub. They have a box of 50 for around $24 which I thought was a decent deal but then I saw that they sell the personal defense version for roughly the same price and you only get 20 rounds.Is there actually a difference? I've heard that personal defense rounds are supposed to have less powder so that they can be more accurate.
