Can you apply for CCW in any county you have property in?

I personally own no property. I reside and go to school in Alameda county. However, my dad has property in Nevada County that we frequently go to....it was my grandfathers up to about 2 years ago. I have heard it is nearly impossible to get a CCW in Alameda County. Could I apply for a CCW in Nevada County instead under the pretense that my dad owns property there and I spend a lot of time there? I have tried various Google searches to no avail.
