As a potential future immigrant, how hard would it be?

I am looking to, in the next couple of years, move my fledgling business to the states, preferably Washington, Colorado, or Vermont. Obviously I wouldn't have citizenship for a while, but I obviously fully intend to comply with all legal work, business, and ITAR (own a small arms R&D company) requirements.
