Nova Scotia Spree Killer had a hobby of refurbishing police vehicles, law enforcement told CNN that he was randomly pulling drivers over and killing them during 12hr multi-town rampage. Authorities did NOT use the Emergency Alert System, instead they tweeted updates to tech savvy residents at 4AM.
