Carry without one in the chamber / one cylinder off

I recently took my CCW class in the state of Utah, which is very pro-gun, however not a constitutional carry state. My instructor told us that if we did not have a permit but still wanted to carry a gun, we could carry in a way that would require 2 actions to discharge i.e. leaving a round out of the chamber requiring a manual rack, or keeping an empty chamber in a revolver requiring a pull of the trigger to cycle the cylinder. Is this valid? am I breaking the law if I am carrying in this manner but have yet to receive my permit? via /r/CCW https://ift.tt/2FZgZhH
