Question: Can you apply for a CCW in a county you don't "reside" in?


Hello, the title might be a little confusing, so let me clarify. My situation is based in Ohio, but I figured other states might have similar laws regarding this. As a university student that will be living in the Cincinnati area, one really can't be too careful nowadays. I've decided to go for a ccw in the near future. The local sheriff's office has this section on their website:"In order to apply for the license you must 21 years of age, a legal resident of the United States, and a resident of Hamilton County or an adjoining county. Adjoining counties to Hamilton are Butler, Clermont, and Warren.A resident of another state may obtain a CCW license in Ohio using the application process, however applicant must provide adequate proof of employment in Ohio (within our county or an adjoining county). Proof of employment can be a: pay stub with address of Employer; a letter (on letterhead, dated and signed) from employer stating the applicant is employed at the business; or an employee ID card from a local business."Since I'm originally from the Cleveland area, does this mean that I can't go to a Sheriff's department in Cincinnati to apply for a ccw, or would I need to follow the same process as someone out of state? I know there was some legislation passed earlier on allowing for ccw applications and renewals at any Sheriff's department in Ohio due to COVID, but that seems to have passed.
