Any advice for this particular scenario? Doesn't exactly have to do with guns, but self defense.

I was walking down the sidewalk in a residential neighborhood to my car, in the lovely freedom state of new jersey. I hear a dog barking, and then see it running up to me, about a 60 pound adult dog, not sure what breed. About 30 feet away. The owner was a small female, dog has no collar or leash, and there's no fence. There is nothing between the dog and me. Dog is barking aggressively, not wagging it's tail or anything friendly and running towards me. Owner is yelling "he's fine, he's fine!" or something. I froze completely, had a book in my hand and covered my crotch area for some reason, I didn't really think about it it just happened.Dog stops about 10 feet from me and stands his ground barking loudly while crouching on his back legs I think. I froze, and turned my head to the side, avoiding eye contact but still able to see him in my peripheral vision.I had no thoughts, nothing. I do carry pepper spray in the freedom state of new jersey, but didn't even try to go for it, I didn't consciously choose not to, I guess my brain didn't want to make any sudden moves, I was entirely focused on avoiding eye contact.Fortunately the owner gets to him, hugs him or something, and says this to me "he's not going to do anything, sorry!". I was beyond pissed.Fortunately everything worked out well here, but it makes me think, what about the next time? Freezing isn't a bad response, as I'm pretty sure running is a bad idea, he's way faster than I will ever be. If I had been carrying, no way I would draw there, I was afraid to make any sudden moves. It's a powerless feeling. I am no stranger to adrenaline dumps, and I've dealt with several critical incidents where I responded well, from being chased in road rage while on 911 at relatively high speeds in a city, to dealing with a kitchen fire and 911, an unstable man who was losing his mind and attacking cars on my street while my mom had tried to go and confront him to save the car(yeah I had to attempt to restrain her and speak to 911 while she's yelling "call 911" into the phone so they can't hear me) to a large brush fire.I did well in all those situations, minimal damage to property and people but in this one, I froze and was helpless.Any advice is appreciated. keep in mind, I work in the Freedom State. via /r/CCW http://ift.tt/2eV9YT6
