Could someone explain Utah's new CCW law to me?

I just moved to Utah and I've seen that you can get your ccw at 18 now here in just a month or so, but how are you supposed to get a handgun to carry if you cant buy one till the age of 21? via /r/CCW http://ift.tt/2rECIWh
