Another question about constitutional carry (Mississippi)

So does constitutional carry in Mississippi apply to only Mississippi residents? So let's say one of my friends is from Tennessee and goes to college here in Mississippi, could he carry or is it just reserved for actual residents? via /r/CCW http://ift.tt/1RGSlhg
