Police pointing guns, but not shooting.

I was driving the other day, and saw a pretty terrifying scene of 2 cops standing over a guy with their guns drawn. I'm pretty sure they had not fired at all, and I believe there was another cop trying to arrest the person on the ground. I've seen plenty of badge cam and other videos of this tactic as well. Why are police taught to do this, when any other instructor on the planet says to keep holstered until you absolutely need to draw and fire? Doesn't this break every rule of gun safety? I have seen police shoot their own people doing this; I just can't understand how it would be a useful tactic..? via /r/CCW https://ift.tt/2U1bucB
