The US Supreme Court basically had to carpet bomb Washington, DC with unfavorable rulings to get it done, but eventually they flipped from effectively "May Issue but Basically No Issue" all the way to Shall Issue for CCWs.Given this precedent, how are some states still able to withstand legal challenges to May Issue regulations years later? Do they all just need to be sued and appealed separately until they submit to the precedent?
