Preemptive Use of Pepper Spray

Hello R/SelfDefense,

I am wondering on this sub's take of pepper spray when used preemptively. Would you consider it as a preemptive tool, more of just a situational one, or last ditch self defense? Included some examples below as food for thought for preemptive use discussion.

1) You look at a car when walking your dog. Car follows you with two people inside, both screaming at you. Car leaves for a moment then returns, people refuse to leave you alone.

2) You are walking alone at night, someone yells "Hey you" and heads straight towards you.

3) You are walking alone with your dog and two strangers ask if your dog bites as they look around.
