Don't upvote, just wondering what "No-Net Loss" is in regards too carrying.

I started carrying about 2 weeks ago and am already taking a trip out of state. While researching laws I keep seeing this "no net loss" term but no definition. Could someone explain it to me? via /r/CCW http://ift.tt/2BpkHQw
