Carry while on the water


Assume a resident of Pennsylvania has a legal concealed carry permit. That individual plans to sail on a river that divides PA from New Jersey while carrying a concealed weapon.In case you are unfamiliar, the state of NJ is not at all gun friendly, even for its own residents. Getting a CC permit is difficult and out of staters are dealt with harshly. There are recent incidents of PA residents crossing the bridge, being pulled over, and having forgotten they were legally carrying in PA, thrown in jail in NJ. That is their fault, they need to know and follow the laws, but my point is they are very strict.Now, the plan is to sail from Southeast PA down the Delaware River out to the Atlantic and South to states that have reciprocity with PA so it's only an issue on the first leg.The state boundaries on a map appear to be down the center of the body of water. These are all navigable waters under the jurisdiction of the US Coast Guard. Is it a consideration to sail on the correct side on the river to avoid CCW issues? That could be a problem since the rules of the road might require you to travel differently.Once down south it won't be an issue but to get out to the Atlantic requires traveling past New Jersey and Delaware, another no-go state for PA carriers.Any words of advice?
