Getting a non-resident ccw so you can carry in your own state?

This is all hypothetical. Say you were 18 and living in NC, which will only grant CCWs at 21. Could you obtain a non-resident CCW for a state that gives permits to those who are 18 and legally carry in NC?Not asking legal advice, just curious if this is a big no no to any of yall.
