May Constitutional Carry Update: Texas Edition


We now have 20 Constitutional Carry states. In January, I predicted that we'd get 3 states passed this year. We already have 4 with some optimistic movement on 2 or 3 more! Most of the legislative sessions are wrapping up so I think the main battlegrounds left are Texas and the surprise underdog of Louisiana (with some caveats, they likely won't pass this year).PASSED in 2021Congratulations Utah, Montana, Iowa, and Tennessee. Montana also passed campus carry. Ohio passed stand your ground. Indiana made permits free. Alabama passed lifetime permits.TEXASAfter passing the House, with some funny commentary (Wild West Pimp Style), HB1927 was stalled when Lt. Gov Patrick said it didn't have the votes in the Senate. Props to GOA and to everyone here, we got up and called our Senators and the Lt. Gov and we now have some positive movement! The Governor just said he would sign Constitutional Carry if it gets to him. That's the first public statement he made on it.However, our work is not over. There is an important committee meeting this Thursday. If your Senator is on the committee, call them and say you support HB1927! The committee is stacked with supporters so there's a good chance of passing.Next, call the Lt. Gov's office at 512-463-0001 and say you support HB1927! The receptionist already knows you're probably calling about that, so give them a call and be nice.Finally, call your Senator AGAIN and make sure they support it in the final vote. We can afford zero Republican defections to pass this bill (alternatively we can get a D cross-over). Look up your Senators here.LOUISIANALouisiana was a surprise when they passed constitutional carry in the Senate today! However, this faces long odds of passing this session due to Democrat Governor Edwards' opposition to signing it. There's good news and bad news to this. The bad news is it won't become law of course. The good news is a governor's veto threat actually makes it MORE likely to pass in the House, especially from squishy representatives, because they know it won't become law. It'll also force the governor to veto a bill and put his currently Democrat seat at risk in a typically Republican state.Quick governor recap: vetoing or not supporting Constitutional Carry has led (either directly or indirectly) to 4 Governor losses in the past few years: Oklahoma, Utah, Montana (party switched from Ds), and South Dakota. It was also a major talking point in Tennessee's and Georgia's governor elections.Governor Edwards is term limited, but he may put his party behind in the Governor's race in 2023 in an otherwise R+11 state. I'm not sure if this will lead to Governor Edwards signing it, but it will put the Louisiana Governorship at slightly better odds to flip Republican and may allow us to prepare for a Constitutional Carry push when/if he loses.The RestSouth Carolina passed in the House and a Senate committee is taking it up. This is likely going to stall, but who knows. Contact your Senators!Indiana: Unfortunately, the Senate Leader and possibly also Senator Liz Brown of Fort Wayne killed constitutional carry before it even got to committee. This is a good future primary opportunity. Let them know you're displeased, donate to opponents, and vote against them next year.Alabama: They're still looking at passing constitutional carry, but there's not a lot of time left.Ohio, Georgia, Florida: No news, likely done. Florida is stalled.This will likely be the last time I can update everyone to actually take action, unless a surprise happens. The final update will probably just be tallying up what happened this year and making plans for next year's legislative sessions. Current targets for next year are: Louisiana, Indiana, Alabama, South Carolina, Georgia.
