Unemployed student

So basically I have a question on applying for my permit in PA. I live in Monroe country, and the sheriff website indicates you must have payed your 1% local income tax. The problem is, I'm a college student who is fortunate enough to have parents to cover my expenses and expressly forbid me from working. I do work under the table as a bouncer on the weekends. My question is, how would I go about paying this 1% income tax when I don't have any income besides what my parents give me? Should I call the sheriff's office and ask or the tax agency? (the tax must be paid through this one agency) Also, I am only 20 years old at the moment but I'm turning 21 in about a month, which is when I will be applying.Thanks for your help! via /r/CCW http://ift.tt/20ekm6n
