How are states that don’t issue CCW to non-residents compliant with the Constitution?

States like California, Oregon & Illinois do not issue CCW unless specific criteria are met which tend to make it unavailable to the general population. If states refuse to offer reciprocity but at the same time don’t offer non-resident permitting isn’t that the same as denying someone their 2A rights?Even if we score a win at SCOTUS for shall-issue nationwide it won’t make much of a difference if there is no mechanism to legally obtain permits in certain states. via /r/CCW https://ift.tt/3AED3cp
