Is pepper spray effective against an attacking dog (pitbul)

I didnt see pepperspray listed as a defense tool in the rules so hopefully its appropriate to post this question here. First I have nothing against pitbuls, most of them are big drooling babies. But they can flip a switch, just like any other animal and tear your face off. Recently we had some new neighbors move in with a very mean pitbul. The dog has scars on its face and clearly looks like it was trained for more malicious activities. Its obviously not taken very well care by the owners, I've seen the police at their house many times..

Well, my mom likes to take walks and is dealthy afraid of this dog. She decided to by a can of pepperspray for protection. I didn't tell her that would probably just piss the dog off even more. But what do you do? If you run that makes it worse. I've been able to stop dogs in there track by simple using my deep voice and yelling. My mom doesnt have that option. So, is it a good idea or not to spray an attacking dog?
