How probable is that a 9mm FMJ will over-penetrate?

Hi! I'm gonna start CC, but I'm a little bit concerned about the possibility of over-penetrating if someday I have to use my weapon. The thing is, I live in a country where gun laws are probably more stupid than in California, and one law we have is that civilians can ONLY use FMJ ammo, so I obviously will have to carry FMJ ammo on a daily basis, but I'm pretty concerned that if I ever shoot a bad guy the bullet won't stop and I could potentially hurt or kill another person.
