Defense against strangle from behind with wire/rope/handcuffs ?

I have recently watched the movie "No country for old man" and the scene where the cop gets strangled with the handcuffs gave me terrible anxiety,because i kept thinking:"What if it happened to me ?" So im asking you,what should you do if you were in that situation ?
