Isn't Jeff Cooper wrong about assuming that attackers will kill you if you don't counter-attack?

In Jeff Cooper's famous "Principles of Personal Defense" the author constantly assumes that not counter-attacking an attacker will lead to him killing you. Marc McYoung (nononsenseselfdefense.com) seems to assume the opposite: most of the time, NOT counter attacking is what allows you to survive even if you have to get another smartphone/jacket/credit card. Who's right?
