Non-Resident PA LTCF Issuance?

I have looked on the PA state & county websites, but I am confused about which counties will issue a non-resident LTCF permit. Anyone know of the closest counties to Eastern shore MD that will issue this? I have my MD CCW. TIA. via /r/CCW https://ift.tt/3iaBRVA
