Do they make a “liberty civil defense” round for .40 or 10mm?

My problem with most handgun rounds is they travel very slow. The north hollywood shooter took round after round after round, and the 9mm rounds the police were using were way to heavy and slow to make it through. However, civil defense 9mm goes through body armor AND does a good amount of tissue damage on impact. It also never overpenetrates, and has low recoilIf they made, say a 10mm civil defense in 55 grains would have similar power to .223 and would go clean through body armor (maybe even AR500 plates)The problem is, a lot of mass shooters wear body armor. And a .45, 9 etc will bounce right off of their ass. The FN 5.7 is hella thick and expensive, and 9mm civil defense isn’t very strong via /r/CCW https://ift.tt/2qqSIc4
