ELI5: Why does a driver's license allow you to drive through other states but carry permit doesn't?

I know it may seem dumb but why are states allowed to mot recognize your permit from your home state but they will recognize a driver's license? Why are states allowed to put gun control measures in place but no matter their driving and license laws a license in NY would allow you to drive anywhere but not the same for a firearm and carry permits. via /r/CCW https://ift.tt/31T5uB3
