Texas LTC: Does DPS process piecemeal or all at once?

Does DPS wait to begin processing until every element of the application is in? (fingerprints, background check, proof of special condition, ID, etc.)Or do they validate each item as it comes in? via /r/CCW http://ift.tt/2hIbGV5
