Taking an online class before you are 21 in Virginia

I asked this in the quick forum but I feel like this could be better explained.Can you legally take an online conceal carry training class under 21? I mean I could use my hunters education course to apply with a CCW and you can get that at like 13+, but I wanted to know if there is any law against taking the class under 21.I would hate to take it under 21 then be declined because it was taken under 21. The site requirements usually are talking about the submission of the CCW form, not the actual class itself. Most sites do not state in their TOS that you need to be 21 to take the class.Also adding, the idea here is to just get the permit, then to be able to train, then use the permit. The places around me that practice CCW training like you having your permit before allowing you to draw and such.
