California CCW'ers, would it be faster to do your training before submitting an application to get your permit, or after?

I feel like it would be better if you could do the training first to speed up the process, because I've seen permits take upwards of 200 days without training, and as low as 20 days with it already complete.Also, how hard is it to get the required training course, and how long does it take to get scheduled?
