What is the legal reasoning behind requiring a concealed carry permit?

The 2nd Amendment says that the right to keep and bear arms shall not be infringed.By requiring me to have a permit to carry concealed, my 2nd Amendment rights are being infringed.All it does is make it harder on people who obey the laws, criminals on the other hand, won't obey the laws anyway.I may be preaching to the choir on this, but can anyone give me a legal reason for a permit to be required to carry concealed? via /r/CCW http://ift.tt/2xXbuxY
