[FL] Has 790.06 vs 394.458 had a test case or has it been otherwise clarified?

For Florida CCW: Has there been a clear decision on CCW in hospitals with mental facilities? There's a bunch of debate on the infernets regarding whether or not 790.06 counts as "authorization by law" for purposes of 394.458 but I don't see that it was ever decided via test case.
