College student

Hey all, so I turn 21 in a couple months and I want to get my CCW. The address on my license is my parents address, up in shasta county CA. When my ID expires, I plan on keeping it as their address. I moved to placer county a while ago to go to college, and I live here year round (I go back to shasta county when I can). When I get my ccw, do I go to the county where my permanent address is? Or would I have to get it in the county that I currently live in while going to college? I ask because the ccw fees in my hometown are much cheaper.
