18 year old CCW

I do not live in Indiana but I frequently visit to see my girlfriend​Indiana issues CCW licenses at 18, however I can't get a non residency permit because I do not own or work at a business there, is it possible for me to get a non residency permit from a different state that Indiana honors, so I can legally carry when I go?
