VERY confused by New Hampshire's non-resident CC laws. I have a New York license and only a New York license. May I carry in NH?

Everything I am reading is saying that you can get a non-resident permit easily for like $100.However then there's this from Handgunlaw.us :"Open Carry is legal. New Hampshire also has Permitless Carry.
