What to do?

So recently I had my wallet stolen, went to the highway patrol station to get duplicates made of my driver's license and concealed carry permit. They gave me my driver's license but told me that I never had a concealed carry permit, I've had one since 2015. They said it wasn't in their system and pretty much accused me of being a liar when I said I had one. Went down to a local pawn shop where they had a photo copy of it on file from where I had previously purchased a firearm and got a copy of it. It's rather grainy and hard to see but it's definitely my ccw permit. They said I'd have to go through the entire process again and pay the ridiculous fee even though they SHOULD have my info/prints/everything on file. They issued me the permit, why wouldn't they have that on file? What do I do now? This is in Mississippi by the way.
