Unsure if I can apply for a CCW(LTCF) in PA in a different county?

I live in PA and I'm looking to get an LTCF (pretty much a CCW, but in PA terms).One problem I have is that I don't have any references. I don't really talk to people who live around me and the people I do know are extremely close with my family who are extremely anti-gun.I see that the Philadelphia LTCF application actually states that it doesn't require you at all to list references because it would be a breach of privacy, and that even if you do list them, they still wouldn't be contacted.I live in Bucks County. Could I still apply in the Philadelphia Country to get around putting down references?​Edit*: Cries Nevermind. Says on the application only people who live in the Philadelphia country can apply.
