Confrontation Coming Soon


So I tried being nice to my next door neighbor (we live in townhomes next to each other). But all I am getting back is just a slap in the face. For example, when they first moved in they had loud drunk parties past midnight every single Friday and Saturday. Then I guess they cut that down a bit after I called the cops on them. Then this 300 lbs dude walks up to my wife during broad daylight while she's walking with our 1 yr old son and asks, "Did you call the cops on us?" My wife felt something was off and said she doesn't know anything and walked away. I asked if she felt threatened but she said no. Then recently they got a puppy. When it first arrived, it barked 24/7 until I texted him. Then more recently, the owners built a fence in their backyard (against HOA rules w/out approval) and started letting their dog out instead of walking the dog. So between 6 am and 7 am, we'd hear the dog barking in the backyard. This morning, the barking went on for several minutes and woke up my entire family. Like I said, I have been putting up with this for 2 years (the barking for few months). We have tried our best to be nice but this is what they do in return.​So I said I see a confrontation coming soon. I got the county to send a letter and the HOA to send a letter of violation. The friendly neighbor has ended. I need to live in peace in my own house without hearing their loud howling and their dog barking.​So if I know he's coming to confront me on these issues, what is the best route? Continue to conceal carry? At what point do I engage? I am in Virginia so the rules are quite weird. I don't want to shoot the guy but if he tackles me and starts beating my face to the ground, is that when I can engage? Verbal abuse, I should just probably report to the police.
