Transferring CCW between counties?

I live in Bucks County, PA, but go to school at Temple. I’m getting an apartment soon and wanted to get my CHL. I’ve heard Philly can take a lot of time and Bucks Co is much much quicker. If I get my CHL in Bucks before I change my address, is it still valid in Philly?Also, if I get my CHL, do I have to change my address if I move to Philly?
