Non-resident permits: which one is the easiest to get?

I know all about the maps that show you which permits cover what. For my purposes, it seems like AZ, VA, UT, or FL cover the most. I have a resident CT permit already.Honestly what I’d really like is one that covers all of New England and New York, but afaik that’s impossible.Does anyone have first-hand experience getting any of these?
