Are there any studies/statistics on the (effective) use of pepper spray by civilians in self defence?
Could you, say, take a sample of the population that carry pepper spray and ask them if they have ever used it, and when, and whether it worked?
My hunch is—for those who carry pepper spray—the vast, vast majority have never used the spray in self defence, let alone used it effectively.
