Self defense tool for small women

Hello friends,

There appears to be a serial rapist/murderer raging in my town. Three girls have been killed in just a few weeks. The police claim it is not connected but that is just panic management I think.

I am quite concerned about the safety of my girlfriend, if she were in a situation where someone wanted to hurt her, she would have a hard time defending herself as she is quite small and, well, weak.

What sort of self defense equipment would be best for her if actual self defense classes are off the limits due to time/money issues?

Obviously, knife is a bad idea. What would you suggest? Is pepper spray the best option?
