Does anyone know how to make a modified pepper spray projectile out of a paintball gun?

I've just discovered this was possible and I'd like to know if anyone knows a thing or two about it. Guns aren't legal for civilians to use in my country, so I'm wondering if a pepper spray projectile is the next best thing?

It's important please, armed thugs have been attacking a lot and our police is pretty much useless.
