I've seen videos of mobs in DC and Philly harassing people at outdoor restaurants. Knocking over their tables, throwing their food on the ground, and screaming at people. Clearly they are intimidating and threatening the diners, but would it be legal for any of the diners to use pepper spray? I'm wondering how threatening does a group of people have to be before it's alright to deploy something like that. Do you have to wait until they've actually put their hands on you?
